N1.3bn refreshment allocation for Presidency insufficient - Ogbile

Emmanuel Ogbile, the State House Permanent Secretary on Tuesday said the N1.305 billion allocated for the Presidency in the 2013 budget for refreshments, meals, and other miscellaneous expenses was insufficient.
The Permanent Secretary disclosed this when he appeared before the Senate Committee on Federal Character and Inter-Governmental Affairs to defend the N14. 7 billion Presidency budget proposal for 2013.
The Nigerian Senators were marveled since the budget set aside the sum of N1, 305, 292, 050 for refreshment, meals, and other miscellaneous expenses for the presidency.
The N14. 7 billion proposal has N203, 752,432 allocated to refreshment and meals, N107, 412,768 for honorarium and sitting allowance while N37, 277, 825 was meant for publicity and advertisement.
Medical expenses was allocated the sum of N50, 308,546, welfare packages N195, 066,223, Postage and courier services N10, 035,583, sporting activities N32,910,730, while subscription to professional bodies will gulp N4,589,793. Summit/ extra ordinary sessions, including the United Nations, African Union, ECOWAS, and others, will consume N228, 112,862, National Youth Service Corps (NYSC), IT, LOCUM, houseman ship and contract staff allowances were estimated at N144, 788,555.
Overtime is to cost N250, 455,589 while animals feeding and supplements for the veterinary clinic will cost N30, 584,144.
Senator Isa Galaudu, a member of the committee who described the amount as outrageous, noted that the country’s one year budget is what South Africa spends in five years.
Ogbile while arguing that the proposed amount is still not enough said, “I have taken pains to explain that this money is not just to fund the residence of the President and that of the Vice President,'' he said, “The experience I have had is that this fund is grossly insufficient. It’s not even enough. The Federal Executive Council (FEC) holds every Wednesday and we take care of them through this budget.”
The permanent secretary listed other expenses contained in the refreshments and meals vote to include National Economic Council (NEC), presidential retreats, National Merit Award, Children’s Day, hosting of dignitaries, Council of State, and conferences in the Banquet Hall.
Senator Dahiru Kuta, the Committee Chairman however, revealed that the Merit Award has its own budget.
Ogbile further explained that following the lengthy list of functions and activities under the Presidency, the sum of N1.305 billion will not be enough.
“Distinguished senators, I have taken time to explain what the fund is meant for. I say with all sense of responsibility that the fund is not enough, based on what the fund is meant for,” he said.
Kuta said the committee would consider the proposal on its merit.

Women's Fashion: 10 Ways to Wear Your Little Black Dress

Before your ask "what does he knoe about women's fashion?" or "is he gay?", know that a girl helped me compile this, afterall my blog's for both gents and ladies... Ladies, enjoy... 10 ways to look hawt with a simple black dress.

Sarah Jessica Parker, 2011.
There's a very good reason that head-to-toe black is favored by fashion insiders like editors, buyers and models: all black is super chic. Sarah Jessica Parker interprets head-to-toe black for the little black dress by incorporating a hint of feminine lace at the neckline, plenty of skin to keep it after five looking, sheer black hose (sexier than tights) and long wavy hair for a definite dose of softness.

Sofia Vergara, 2011, at a movie premiere in Hollywood.
Add a simple -- but highly effective -- pop of color to your little black dress by adding a red handbag like Sofia Vergara has done. Don't like red? Try a metallic gold or silver pop of color instead.

Samantha Harris, 2011, at a premiere in Los Angeles.
Let your accessories do the talking when you wear a statement necklace with a little black dress like Samantha Harris is doing. If you wear a necklace this major, be sure to keep other accessories to a minimum to let the necklace take center stage.

Liberty Ross at an awards ceremony in London.
A cute, easy way to make your cocktail dress a little edgier is by adding a leather jacket. Liberty Ross added a red jacket to her little black dress, but you could also add a black leather jacket to a black dress.

Charlize Theron at a screening in 2011 in New York City.
Want to make your legs look miles long? Wear nude shoes with your little black dress like Charlize Theron does. Even though hers are trimmed with gold, the effect is still leg-lengthening. You can also opt for nude pumps.

Gemma Arterton, in 2011, at an awards ceremony in London.
Make a major statement by wearing slick hair, minimal jewelry and bright red lips with your little black dress, like Gemma Arterton has done.

Elizabeth Olsen attends a 2011 benefit in New York City.
Create waist definition or add a pop of color by adding a belt to your little black dress like Elizabeth Olsen has done. You can add a bright or metallic for contrast; wear a black belt with a black dress to accent your waist in a more subtle way.

Georgia May Jagger, 2011, at a store opening.
Wake up any basic black dress by adding red shoes for a jolt of color, like Georgia May Jagger has done. This look works best with bare legs (or really sheer, natural-looking hose) instead of black hose or tights.

Daveigh Chase on the red carpet at a launch in Los Angeles.
A quick way to make any cocktail dress look younger and hipper: add ankle boots. You can either go bare-legged or add solid or patterned tights to your ankle boots and little black dress combo.

Katherine Heigl, 2011, at a movie premiere in Los Angeles.
Think soft, glam and curvy with your little black dress, like Katherine Heigl. She went with old Hollywood curls, afitted little black dress and shoes with bows on them. The overall effect is super sexy and feminine.

Full details of how leaked BBM and Facebook chats crashed another Nollywood marriage

Actress Gloria Mba loses husband to Nollywood makeup artiste Thelma Ozy Nwosu. “Thelma was having phone s*x with my husband!”
This is another classic movie from the stables of Nollywood but this time the story and characters are real life and the story has branches. Sit back and enjoy the premiere of the movie titled “Husband Snatching Na Crime?”
Here goes;
Thelma is a pretty make up artiste in Nollywood and the ex girl friend of comedian and online radio personality Steve Onu aka Yaw.
A year ago there was buzz online and in Nollywood that Thelma dipped her fingers into actor Segun Arinzes marriage whilst in a serious relationship with Yaw.
Insiders confirm, it took prayers and fasting to rebuke Thelma out of Segun’s marriage. This led to Yaw dumping Thelma and moving on with his heart..
Well Thelma is in the news again and this time she has crashed the marriage of her best friend ,Actress Gloria Mba whose marriage was contracted to Houston based Leo kanu on 27/03/11
Gloria announced via her Face book handle that her marriage had crashed.
Insiders squeal that Thelma and Leo who have been having phone s*x met in Berlin(Germany) and consummated the affair. The trip was all expenses covered by Leo,the smitten lover boy.
I contacted Gloria on Sunday November 25,2011 and after asking her questions she cut the call after denying that her marriage was crashed. I called her back and rephrased the questions and sighing deeply she opened up.
“Yes my marriage is over and Yes Thelma is part of the reason it crashed”
We asked her what happened and what role Thelma played in the crash.
“I read Thelma and Leo’s mails to each other and Thelma doesn’t know I know they are dating. I bumped into his inbox. We have our passwords and I just wanted to check,I never bothered to check all this while out of trust but I just got curious and checked and got the shocker. “
We asked her to copy us the mail and if she had confronted her friend and her response was“there is no need to confront Thelma when the marriage is already over and no I cannot copy you the mail. I just want to move on. My ex husband’s friend asked me to confront them both but there’s no need because it will change nothing. I took Thelma like my own sister and we were so close.”
To be fair, we called Thelma and here’s what went down.
‘Thelma we heard you crashed your friend Gloria Mbas Marriage.
Her Response;
“Oh my goodness this is not real.(Laughing) Is her marriage crashed?has she called me?I know her husband and I was at their wedding.oh my God”
“Thelma we heard you have been mailing Gloria’s husband and having phone sex with him. Is this true? are you dating him?”
Thelma dropped the phone and when i called back but she refused to pick the phone.
Despite the number of times I tried.

“Mercy Johnson is not my type, I am not her friend” – Tonto Dikeh

Highly controversial Nollywood actress, Tonto Dikeh, who recently had a messy fight with star actress Mercy Johnson, has confirmed the rift.
Tonto Dike who claims Mercy Johnson is not just her type, said she had let go of everything that transpired between them.
In a recent interview, when questioned on why she chose not to attend Mercy Johnson’s wedding, here is what the actress said: “That’s not the reason I didn’t attend her wedding. “It’s surprising, why people think you just have to be everybody’s friend.
“In the industry, I don’t know half of the producers and I work for them,I don’t even know half of my colleagues but I work with them.
“I kiss and hug them on set. We flow, we enjoy the friendship on set based on the energy and connection that exists between myself and the next person on set but that does not mean we are friends in the real sense of it. You can’t just be a friend to everybody, it’s a normal thing. Mercy Johnson is not just my friend.”
When asked about a serious fight she allegedly had with Mercy Johnson, here is what the actress said: “Even if I had, I had let go everything. It doesn’t really matter to me anymore. Everybody is doing well, it’s just because we are not close. We only did about two or three movies together. We have never been close friends.”

Former Nollywood actor, Richard Mofe-Damijo in N50m embezzlement scandal

One of the pioneers of Nollywood, and now Delta State Commissioner for Culture and Tourism, Richard Mofe Damijo better known as RMD and the acting General Manager of Delta state’s Tourism Board, Ms. Philo Nkem Ajufo, have been accused of looting N50 million belonging to the ministry.
Dependable sources in the embattled Ministry revealed that a former commissioner in the Ministry had requested for a sum of N50 million to organize the “Delta State Expo 2007.”
However, it was learnt that the state government could not approve the said amount the same year for some reasons.
The source said the funds were eventually approved and released to the ministry of tourism under the leadership of Damijo in May, 2012.
He said: “As soon as the money arrived, the commissioner said that the ministry could no longer hold the event since six years had elapsed.”
“The Honourable Commissioners also argued that Deltans would have forgotten about the event – and therefore the money should not be used for the purpose it was released,” the source added.
Some documents obtained by newsmen from the Delta State Ministry of Finance show that the N50 million must be spent on the event for which the Culture Ministry applied for it.
The warrant, which was signed by one P.O. Evuojapha on behalf of the Commissioner of Finance indicates that N35 million of the funds was meant for the Tourism Board.
Closed insiders however said that Damijo conspired to issue a check of N35 million in the name of the General Manager of the state’s Tourism Board, Ms. Ajufo who allegedly deposited the sum into her First Bank private account number 3006131619.
The source said: “Mrs. Ajufo and RMD then shared the money.”
Another top government official said that, “It is very obvious that the manner the cheque was issued in the name of the board’s GM instead of in the name of the board was fraudulent. It portrays an element of fraud.”
A reliable source hinted that Ms. Ajufo used her share of the looted funds to start off a twin duplex building located at No.6 Dunkwu Crescent, Asaba in June, 2012.
The twin complex we gathered is behind Junior Staff quarters and opposite one of the branches of Redeemed Christian Church (RCCG) in the state.
The source further said that tourism board’s members had denied receiving any of the embezzled funds.
He said: “She accused Mr. Mofe Damijo of carting away the whole sum of N50 million even when her account was used to commit the fraud.”
It was also gathered that all staff of Ms. Ajufo have reportedly lost all patience with her manner of running the board. “The acting GM is very, very corrupt,” said a staff.
“As we talk, apart from her official car, the Tourism Board cannot boast of a single functional car. All the board’s cars are grounded. And in this era of technology, there is no single working computer apart from one in her office – which she doesn’t use. Her office is entitled to N1 million subventions every month, but as soon as the money comes, the commissioner and the GM share most of it. The left over is never properly used by the GM.”
Another source said that Ms. Ajufo embezzled some funds meant to secure an exhibition stand at the festival. “The GM collected N500, 000 from the government to procure an exhibition stand for Delta State at the Akwaba Festival held in Lagos in October, 2012. Instead, she pocketed the sum of N300, 000 and went for an ordinary table stand which cost her N200, 000 only. She is the most corrupt of all the GMs we have ever worked with in the board. She runs fraudulent deals with the Commissioner and they have both amassed wealth for themselves to the detriment of the people of Delta State.”
When contacted over the allegation, Ms. Ajufo, said, “Please, speak with the Honorable Commissioner for Culture and Tourism. Thank you.”
In his reaction, the actor-turned-politician denied all the allegations levelled against him, he maintained that he’s not aware if such amount was released to his ministry at any time.

Chukwuemeka Odumegwu-Ojukwu’s Will Presented at Last: And the Lion’s Share Goes to…

The last might not have been heard of the controversy trailing the death of Chief Chukwuemeka Odumegwu-Ojukwu. Members of the Ojukwu family will definitely be bracing for another round of battle as the will of the late Ikemba Nnewi, was on Friday presented to the family with his widow, Bianca, getting the lion’s share.
The presentation of the will by the Chief Registrar of the Enugu High Court, Mr Dennis Ekoh, was witnessed by Bianca, Mr Val Nwosu, Ojukwu’s first cousin, and Mr Mike Ejemba. In the will, the late Ojukwu identified one Tenny Haman as one of his children.
Ojukwu’s children, as listed are: Tenny Haman, Chukwuemeka Jnr, Mmegha, Okigbo, Ebele, Chineme, Afam and Nwachukwu.
Meanwhile, the Ikemba gave the Casabianca Lodge at No. 7, Forest Crescent, GRA, Enugu, two properties at Jabi and Kuje in the FCT as well as all his money and personal effects to his widow. He also said that Bianca should replace him as the trustee in the family company, Ojukwu Transport Ltd, while also giving her two plots of land in his village at Nnewi. He, however, added that if she re-married, the land should be taken away from her.
The first son, Emeka Jnr., got the family house at Nnewi, while the newly mentioned daughter, Tenny Haman, got the Jubilee Hotel located in Zaria, Kaduna State. The Biafran warlord also shared other landed property in the village among all his children. Ojukwu listed the trustees and executors of the will to include Bianca, Emeka Jnr and Mr James Chukwuneme.
However, reacting to the will, Bianca, who is Nigeria’s Ambassador to Spain, expressed satisfaction with its contents. According to her, “It was a fair will. This time round, he did not disappoint us,’’ she said. The ambassador, however, expressed shock at the disclosure of a new daughter in the family, whom she said had never been mentioned by her husband. None of the children was present at the presentation of the will.

Forbes World’s Highest Paid Musicians For 2012

Forbes has released its list of highest-paid musicians and unsurprisingly, the top spot this year is not held by a popstar or rock band, but a doctor – of beats.

Aftermath Records CEO, rapper and beat maker, Dr. Dre earned a cool $110 million between May 2011 and May 2012 to earn that enviable position. However, most of that paycheck had nothing to do with the production of music, though as he earned the vast majority of it from his über-trendy headphone line, Beats by Dre.

Others leading the pack: Roger Waters (a founding member of Pink Floyd) with $88 million.
 Elton John with $80 million.
 U2 with $78 million.
Take That with $69 million.

Now that’s a top 5 with just one American and none of them’s currently in the top 10 of the Billboard singles chart.
Bonjovi comes in at 6th with $60 million.
Britney Spears, the highest-earning woman, comes in at No. 7 with $58 million.
Taylor Swift tied Paul McCartney for the eighth slot. Both raked in $57 million over the course of the year.

Other hotshots: Justin Bieber rounds out the top 10 with $55 million.
Rihanna lands at No. 12 ($53 million).
 Lady Gaga ($52 million).
Katy Perry and Diddy tied for 15th ($45 million).
 Beyonce out-earned husband Jay-Z ($40 million and $38 million).
Adele and Kanye West hold the joint spot at No. 22 with $35 million.

Prostitute Screams, Escapes From Hotel Room After Seeing Size Of Her Client’s Manhood

For a woman of the night who operates in the 24-hour booming economy that is Mtwapa, the sight of a foreigner is always inviting, since most are said not to be as tight-fisted as the locals.

And if the foreigner has a car, his premium rises because the hustles of getting into a matatu early in the morning or in the middle of the day are eliminated. Besides, they pay lavishly, including taxi fare, and are not unknown to throw in a decent meal and drinks. Even better is that they could fall in love and sweeten the deal with a wedding ring.
But for one sex worker, the foreigner she met turned out be more than she had bargained for, causing her to flee from lady luck in her birthday suit.
The night had been ‘dry’ for her so the pick-up had taken place past 6am, meaning that their entrance into the hotel was noticed by the workers streaming in for their daytime shift and those leaving. Being the norm at these hotels, no one paid much attention to her skimpy dress, understanding that for her, it was just another day at the office.
“About 15 minutes after their entrance, we heard a woman screaming from somewhere inside the building,” said a front-desk attendant at the hotel.
But before they could act, a naked woman bolted down the stairs and sprinted past the reception screaming, her clothes and shoes in her hands. She did not stop running until she was outside the hotel compound.
“Then a white man came out in his underwear, stood at the reception, looked at the running woman and burst into loud laughter,” said the attendant, who had checked-in the tourist the day before. In response to the curious glances from hotel staff, other guests and a few beach boys who were around, he said, ‘But I had not even started’,” the attendant conferred.
Meanwhile, the woman was in pains to explain what had transpired back in that expensive room to taxi operators outside the hotel. A small crowd had also gathered out of the blue, with the journalistic oriented amongst them using their mobile phones to capture the image for posterity.
“I have been in this business for more than ten years but I have never encountered what I saw inside that room. That man is too ‘big’ for life!” she said amid gasps of air.
“If I had not run away, I would have been dead within minutes or required stitches to repair the damage. That white men is no joke” she offered as the crowd went wild with laughter.
She, however, had no intention of refunding the tourist, saying she needed to be compensated for ‘shock’. “I readily agreed to his offer. I got into his car and we headed for a nice hotel, ” said the visibly distraught woman to the tuk-tuk operators who offered her comfort after her ordeal.

“I’m coming again” – Tonto Dikeh set to release new song featuring Terry G

Tonto Dikeh has definitely emerged from all the scathing criticisms that greeted her first two singles, a much stronger person.
Not only has the actress-cum-singer gone on to grant interviews on her ‘music career’, she has been scheduled to perform at the Rhythm Unplugged concert on December 23. And just yesterday, we reported that Nigezie, will be sponsoring her new video.
Buoyed by all these, Miss Dikeh, is set to release new material. She revealed this on Twitter, where she confirmed she was working with eccentric artiste and music producer, Terry G, in the studio.
The Akpako Master himself confirmed it, tweeting “Recording a hit sound at the moment with @tontolet… Y’all gonna luv this one.. GBES!!”
Tonto added: “Greater surprizes** Hehehehehehe, Ya’ll better burn all ya speakerz oo**I’m coming again n stronger, No dullin*I rule it*”

Akon Is Sending His Cash To Africa

If you ever harboured the thought that Aliaune Damala Badara Akon Thiam simply referred to as Akon, is an empty barrel that makes the loudest noise when he boasts in his songs that he has money, then you are so wrong as the singer/songwriter has given a glimpse into how much ‘benjamins’ he controls.
The Senegalese born singer tweeted a photo he posted on instagram showing a large volume of money with the caption, ‘sending my cash to Africa before Obama start raising taxes on the rich biiiiiitch!!!! instagr.am/p/SUB_F5FsPa/’
Or maybe he was just kidding but is it possible he owns that much money as shown in the picture?

“Referee called Mikel a Monkey”-Ramires Confesses

Ramires remains adamant that he heard Mark Clattenburg make a racist comment despite Chelsea admitting their ‘regret’ over the affair in a statement on Wednesday, according to the Times.
In a joint statement from Chelsea, the Premier League and the Professional Game Match Officials Limited – issued in the wake of talks that were revealed by Sportsmail to have taken place on Monday – the European champions conceded that their actions caused Clattenburg and his family huge distress, even though they stopped short of apologising.

But if the Brazilian still insists he heard Clattenburg call midfielder John Obi Mikel a ‘monkey’ then it raises serious questions as to whether the referee can officiate at a Chelsea match in the near future.
It has even been alleged that Ramires would refuse to shake Clattenburg’s hand should they meet again this season.
Ramires gave evidence to the FA that he heard the referee shout ‘Shut up you monkey,’ at Mikel but the governing body cleared the referee last week.
On Tuesday, Chelsea admitted it had been a mistake to rush out a press release on the night of their defeat by Manchester United when the accusation that Clattenburg had called John Mikel Obi a ‘monkey’ was so serious.

Tonto Dike – “If I keep waiting for an Igbo man, I will just end up like Genevieve Nnaji who is eternally single”

This piece was culled from an interview Tonto Dike had recently with a reporter from Punch. Excerpt from the interview:
Interviewer: We just learnt that you will be getting married soon to your new boyfriend who happens to come from Benin, Edo state. Why are so many Nollywood female starts getting snapped up by Benin or men from Edo state?
Tonto Dike: First of all, it is nobody’s business where my fiance is from. That out of the way, yes Benin men are great and very understanding. They are not sitting and judging you unlike an Igbo man that will want to be poke-nosing in everything you do. You make your money and the Edo man is not interested in your personal affairs . “If I keep waiting for an Igbo man, I will just end up like Genevieve Nnaji who is eternally single.”
Tonto dike Debunked the statement above…
In a reaction to the alleged interview, which has spread like harmmatan fire, Tonto reacted this way, “I have never and will never say anything against Genevieve. I will not even interfere in her personal issues. I did not grant such interview.”
Her publicist also denied any such statement from Tonto dike. The publicist said, “after her interview with you (NFC) last year December, Tonto dike has only granted an interview with a soft-sell magazine, which was done about three months ago.
So, I don’t know where that purported interview came from or when such was granted.”

House Committee on Pensions threaten to order Okonjo- Iweala’s arrest over police pension

The federal House of Representatives, yesterday, threatened to issue a warrant of arrest against the Minister of Finance, Dr. Ngozi Okonjo-Iweala, over her refusal to honour invitations
from its Committee on Pensions.
House Committee on Pensions threaten to order Okonjo- Iweala’s arrest over police pension
Members of the committee also want
the Finance Minister to explain her role in the
take-over of Police Pension Fund and non-payment of pensions to retired officers and men of the Nigerian Police
Force.
Chairman of the Committee on Pension, Ibrahim Kamba, read the decision of the committee after waiting for the minister for several hours without any apology for non-
appearance.
He noted that it was obvious that the minister was not ready to appear to explain why the ministry took over Police Pension office without regard to Pension Reform Act.
He said: “We have been inviting the Minister of Finance over the problems of police pension. She has been holding the police pension and several police pensioners have died due to non-payment despite the fact that the National Assembly appropriated money in the 2012 fiscal year.
“Following her refusal, the committee is going to issue a warrant of arrest against the minister if she fails to attend the next meeting. “We are going to give her a last opportunity.
She has no right to neglect the summons of the committee.
Many former IGs have not been paid. Sunday Ehindero and Sunday Adewusi and DIG Akeredolu have not been listed due to the take-over by the minister.
“We want to make the reason for our action clear to Nigerians. We hate playing with peoples lives. We have received some petitions from the police that many police pensioners are not paid.”

$5,000 allegedly stolen from Pastor Chris Oyakhilome's vault

Ugly rumours emanating from the Believers Love World (BLW) popularly known as Christ Embassy headquarters, Oregun, Ikeja, Lagos is more than shocking if it is anything to go by.Impeccable sources exclusively revealed to Enquirer Magazine that the church headquarters, which is the venue of their annual International Conference IPPC, is currently being shaken to its root due to the $5,000 US dollars that was cleverly stolen from the Central Finance Department on Tuesday, November 13, 2012.

One of the staff members who pleaded anonymity said Pastor Chris Oyakhilome, his serving pastors and other key members are still shocked at the disappearance of the money which was supposed to be in the custody of the Finance Department.

“These people will never change! They keep soiling our image, imagine now that we have international  delegates around is when such terrible thing is happening,” the angry church member lamented.

The source further revealed that the money was mysteriously transferred from the Finance Department without following due process or accounted for and accusing fingers have directed to some of the trusted hands of Pastor Chris as investigations have began.

“The rumour is that the atrocity must have been perpetuated by one of Pastor’s most trusted hands who’s a senior staff of the department and that is why members of the finance department are doing everything possible to keep it under check until the programme ends,” he added.

We also gathered that the Finance department is now being extra careful as this is not the first case of alleged theft since the programme started. We promise to keep you posted on this as efforts to get an official reaction on the story proved abortive as at press time.

Men's Fashion: DKNY Fall 2012 Collection

This post is long overdue, but here goes
