It was the fourth time Bieber had been caught in a spitting row this year.
Before gobbing on Thursday, he filmed the fans gathering outside the Hazelton Hotel in Toronto, Canada, and posted the video on Instagram.
The Canadian pop brat wrote: "I wake up this morning to this Best fans in the world. #beliebers #sexyfans."
Then he was snapped spitting towards the crowd below — to the amusement of pals who joined him on the balcony.
Last night, outraged Katie Langley, from Manchester, tweeted: "Justin Bieber spat at his fans from a balcony because he was bored. That's just downright disgusting."
Blogger Rebekka-Mary Darling, from London, wrote: "Justin Bieber spitting? Seriously? Can't you afford a tissue with all your millions? It's revolting."
And British-born US gossip columnist Rob Shuter posted online: "I'm so over this clown."
The storm comes weeks after a DJ accused Bieber of spitting in his face in Ohio, US. In March, the Baby singer allegedly gobbed in his neighbour's face during a row, but this was denied by the millionaire star.
